NOTICE TO ALL STAKEHOLDERS AND POTENTIAL INVESTORS IN THE DART PROJECT

The Dar Rapid Transit (DART) Agency, established under Government Notice No. 120 of 25th May 2007 by the Executive Agencies Act No. 30 of 1997, issues this notice to all stakeholders and investors in the DART Project.

  1. Mandate and Oversight of the DART Agency

The DART Agency operates under the President’s Office, Regional Administration, and Local Government (PO-RALG). Its primary mandate is to establish and oversee the Bus Rapid Transit (BRT) system in Dar es Salaam, ensuring the efficient and orderly flow of traffic on urban streets and roads.

  1. Key Objectives of the DART Agency

The Agency’s objectives include the planning, development, and operation of the BRT system to improve urban mobility. These objectives are achieved through the adoption of Public-Private Partnership (PPP) models to engage private sector expertise while ensuring effective public sector oversight.

  1. Service Providers and Operational Framework

To deliver its services, the DART Agency engages Service Providers such as Bus Operators, responsible for operating the buses, Fare Collectors who manage ticketing and payment systems, and Fund Managers who oversee financial transactions related to the project. However, all these Service Providers operate under contracts and supervision by the DART Agency and are not independent regulators or managers of the DART Project.

  1. Public-Private Partnership Approach

The DART Agency operates using the PPP framework, which ensures collaboration between public institutions (DART Agency) and private entities. This approach guarantees operational efficiency while aligning with national development goals and urban mobility strategies.

  1. Role as Sole Regulator of the DART Project

As the sole regulator of the DART Project, the DART Agency is the only body authorized to approve and oversee investments, operations, and service delivery within the framework of the BRT system. This ensures transparency, accountability, and compliance with government policies.

  1. Guidance to Potential Investors

All investors who wish to participate in the DART Project are required to channel their applications and inquiries directly to the DART Agency. This process is essential to uphold compliance, ensure transparency, and maintain accountability in managing investment opportunities. Any investment proposals submitted outside this framework will not be recognized or processed by the Agency.

  1. Clarification on Service Provider Roles

The DART Agency emphasizes that Service Providers engaged under the PPP framework are not authorized to solicit, approve, or manage investment opportunities. Their roles are strictly limited to the services specified in their contractual agreements with the Agency.

  1. Avoidance of Unauthorized Engagements

Potential investors and stakeholders are strongly advised to avoid any engagement with entities or individuals purporting to act on behalf of the DART Project without explicit authorization from the DART Agency. For instance, engaging with individuals claiming to facilitate investments or approvals outside the official DART Agency framework is unauthorized and invalid. Such engagements will be deemed invalid and will not be recognized.

For all inquiries regarding investment opportunities in the DART Project, stakeholders are advised to contact the DART Agency directly through official communication channels. Updated contact details can be found on the DART Agency’s official website.

  1. Commitment to Transparency and Accountability

The DART Agency remains committed to fostering transparency, accountability, and collaboration in implementing the BRT system. Stakeholders and investors are encouraged to actively engage with the Agency through official consultations, regular feedback sessions, and participation in public-private initiatives to ensure the successful realization of the DART Project’s objectives.

 

This notice serves as a formal reminder to all stakeholders of the critical role played by the DART Agency in managing the BRT system in Dar es Salaam. The cooperation of all parties is essential for the success and sustainability of this transformative urban mobility project.
